Shinigami
Shinigami have one of four ranks, Regular, Lt/Vice Captain, Captain, and Captain Commander.
Kido:
Kido Wiki
Regular- Can use Kido up to level 50, They can use up to 5 kido before having a 6 post cool down.
Lt/Vice- Can use Kido up to 65, They can use up to 8 kido before having a 6 post cooldown
Captain- Can use Kido up to 75, They can use up to 10 kido before having an 8 post cooldown
CC- Can use Kido up to 98, They can use up to 10 Kid before having a 6 post cool down.
Kido Corps members, and ex-Kido Corps members(for rouges and Vaizard) can use 10 ranks higher, and gain 5 more kido before their cooldown.
Shunpo:

Regular - Can use Shunpo up to 8 times before a 4 post cool down
Lt/Vice- Can use Shunpo up to 10 times before a 4 post cool down
Captain- Can use Shunpo up to 12 times before a 6 post cool down
CC - Can use Shunpo up to 14 times before a 6 post cool down
2nd Squad Captain has the advantage of 6 extra shunpo.
Incomplete Vaizards/Vaizards who have been made IRP and Rogues have the same limitations as the rank that they had before they left the SS. Elite Rogues/Vaizards are considered Captains, and their Leader is considered CC
Arrancar
Arrancar have four ranks. Numero, Fraccion, Espada, and Los Tres Reyes. Privaron Espada are considered Espada class.
Bala:

Numero - Can use Bala up to 8 times before a 4 post cool down.
Fraccion - Can use Bala up to 10 times before a 4 post cool down
Espada - Can use Bala 14 times before a 6 post cool down
Tres Reyes - Can use Bala up to 16 times before an 8 post cool down
Cero:

Can be used once before a one turn cooldown, indefinitely.
You must CHARGE the cero for at least one post before actually launching it. They aren't like bala, they can't just be released instantaneously.
Gran Rey Cero:

Note: All Custom Cero count as Gran Rey Cero.
Can only be used by Espada and Los Tres Reyes. This technique can be used once before a four post cool down, unless one is using a custom cero. In that case you must wait the cool down of your custom cero, even if you want to use a Gran Rey Cero next.

Rogue Arrancar are considered the rank they were when they left. Elites are considered Espada-class.
Quincy
Quincy are either normal or Elites.
